Yes, homeowners can now rent out secondary dwellings, such as granny flats, to anyone. Prior to this change, those living in a secondary dwelling had to have a familial connection to those in the primary dwelling.
This change will provide thousands of new housing options and hopefully alleviate the effects of Queensland's ongoing housing crisis.
If you have an existing lawful secondary dwelling, there's nothing for you to do but begin renting it out, should you so wish. If you are unsure as to your existing structure's status, please contact your local council. Alternatively, you can seek the assistance of a town planner.
For new secondary dwellings, you will need to check with your local council regarding any development approvals required. It's also worth remembering that this emergency planning measure is for an initial period of three years.
